The Woodruff Planning Commission approved the zoning of three parcels totaling approximately 130 acres situated between Cross Anchor Road, Snowmill Road, and Lucy P. Edwards Road south of town to the newly created planned development designation. The parcels are expected to be used for master-planned community development by national developer Forestar Group.
Commissioners heard a brief presentation from developer representatives about the project, asking about the company’s interest in Woodruff.
“What did you all see in Woodruff that made you want to develop here,” Commission Chair Clay Varner asked.
Tom Kutz, division president for Forestar, expressed the company’s appreciation for the schools, the redevelopment of the city, and the easy access to both I-26 and Highway 101.

“The school system is fantastic here. It’s just a great place to live as we see it, and we’d like to be a part of the community,” Kutz told Commissioners.
The tentatively named Snowmill Development will consist of two commercial lots fronting Cross Anchor Road, taking up approximately 5 acres, that would likely feature retail businesses or office space. Kutz indicated that the developer is looking at potentially bringing a daycare facility to the development. The remaining 125 acres of the development would be single-family housing with various community amenities, including a community pool, clubhouse, and green space. The new community would have access points off both Cross Anchor Road and Snowmill Road.
Kutz also indicated that the developer is prepared to get started with the development quickly following approvals by the Commission and the City Council. A tentative schedule would have the development completed in five years.
The zoning now goes to the City Council for a vote at their October 26 meeting.
