On May 1, 2023, the narcotics division of Spartanburg County, in collaboration with home detention and traffic divisions, made three significant narcotics arrests. The coordinated efforts of these departments led to the arrests of Joseph Kaleb Lee Cheatwood, Robin Brian Frady, and David Oscar Rudicill, all suspected of trafficking methamphetamine.
The arrests were made following a tip received by the narcotics division that a large shipment of methamphetamine would be delivered to Cheatwood’s residence. The division kept the location under surveillance and upon arrival of the package, searched the premises, where they discovered a significant quantity of methamphetamine. Cheatwood, who was already on home detention, was arrested and charged again with trafficking methamphetamine over 400 grams.
In a separate incident, investigators learned that Frady was attempting to receive a package containing methamphetamine at a convenience store in Campobello, SC. With the help of home detention and traffic deputies, Frady was arrested and charged with trafficking methamphetamine over 400 grams.
The third suspect, Rudicill, was found to be receiving a similar package at a location in Cowpens, SC. Upon attempting to arrest him, Rudicill fled in his vehicle, leading to a pursuit. However, he was eventually caught, and a search of his vehicle led to the discovery of additional offenses, including possession of a stolen pistol and unlawful carrying of a pistol.
All three suspects appeared before a magistrate judge on May 2, 2023, and their bonds were deferred to a circuit court judge. As of this writing, all three remain incarcerated.
