In response to inquiries from The Woodruff Times, the Spartanburg County District Four School Board provided a statement through Chairman Davis, addressing concerns and evaluation criteria related to the Bus Loop project.
The statement acknowledges the shared concerns of the Board of Trustees and the School District administration regarding the cost overrun on the project and the collective commitment to preventing a repetition of such financial challenges. Following a comprehensive review and extensive discussions, it became apparent that the contractor had been billed and compensated by the district in accordance with the project bid and contractual terms.
Despite adherence to the contract, the statement recognizes the necessity for appropriate personnel actions in response to the substantial cost overrun, details of which have been maintained in confidence consistent with past practices. Emphasis is placed on the obligation to adhere to existing policies and procedures, particularly those governing compliance with cost overrun limits.
In an effort to strengthen their protocols, the Board announces plans to enhance existing policies and procedures with additional safeguards. For instance, bid materials provided to the board will consistently incorporate unit pricing. Moreover, approval of payments to contractors exceeding the contract amount will now be contingent upon prior written notice. Contractors are required to furnish justification and explanation to the district for necessary cost overruns, including exploration of available alternatives, before incurring such expenses. Any future board actions necessary to implement these safeguards and prevent a recurrence will be subject to thorough discussion and approval in upcoming meetings of the Board of Trustees.
The Board indicates a reluctance to make further statements on the matter unless and until related board action becomes imperative.
