In a decisive move to bolster public safety and education, South Carolina legislators have passed a comprehensive budget for the fiscal year 2024-2025. Key highlights include the deployment of School Resource Officers (SROs) in every public school, salary increases for teachers and law enforcement, and a reduction in the state income tax rate from 6.3% to 6.0%.
The South Carolina House of Representatives passed its version of the $14 billion state spending plan on March 12, 2024, after more than 13 hours of debate. Subsequently, the South Carolina Senate approved its version of the budget on April 24, 2024, in a 41-2 vote.
Senator Shane Martin, chair of the law enforcement section of the budget, noted the initiative stemmed from a direct request by Governor Henry McMaster to enhance school safety. The budget allocates over $21 million to ensure a certified law enforcement officer is present in every school across the state.
Education received a significant boost, with $80 million dedicated to raising teacher salaries, increasing the starting pay to $48,500. Law enforcement agencies also benefit from salary enhancements and additional resources aimed at improving the efficiency and effectiveness of the Highway Patrol.
In a move to alleviate the tax burden on residents, the budget implements a permanent income tax cut, reducing the rate from 6.3% to 6.0%. This tax relief is part of a broader strategy to stimulate economic growth and provide financial relief to South Carolinians.
A notable aspect of the budget is the agreement among lawmakers to eliminate earmarks, promoting a more transparent allocation of funds. Additionally, the budget reduces overall spending by nearly $2 billion compared to the previous year, bringing expenditures back to levels comparable to those in 2012.
Addressing legislative compensation, the Senate approved an increase in in-district expenses for lawmakers from $1,000 to $2,500 per month. This adjustment, the first since 1994, aims to account for inflation and ensure that public service remains accessible to a broader demographic.
Local Representatives’ Votes:
Senator Shane Martin (District 13): Voted in favor of the budget, including the provisions for SROs, tax cuts, and salary increases.
Representative Bill Chumley (District 35): Supported the budget measures, aligning with the initiatives to enhance education and public safety.
Representative Travis Moore (District 33): Also voted in favor, endorsing the comprehensive plan to improve state services and reduce taxes.
The budget reflects a concerted effort by South Carolina’s legislators to address critical areas such as education, public safety, and economic relief, demonstrating a commitment to the well-being and prosperity of the state’s residents.
