Spartanburg County’s Vision Plan 2.0 has reached major milestones in its third year, showing strong results in economic development, education, workforce participation, and downtown revitalization.
Since 2022, the county has attracted $7.9 billion in new investments, creating over 4,200 jobs. These gains span manufacturing, life sciences, and technology, positioning Spartanburg as a leader in economic growth.
On the education front, the Meeting Street Scholarship Fund launched with a $40 million
donation, offering students up to $40,000 in financial support. The Re:Degree program has helped more
than 750 adults restart their college journey, while Spartanburg Community College has seen a 62%
enrollment increase after implementing free tuition.
Efforts to expand access to childcare continue through Project 100, which is adding 100 new childcare seats. A $19 million early childhood education center is also in development, set to serve 260 children from infancy to age four.
Small business support remains a key focus. Power Up Spartanburg has worked with more than 2,200 entrepreneurs and small business owners, with participating businesses reporting an average revenue increase of $191,000. Downtown Spartanburg is experiencing a transformation, with over $745 million in development underway. This includes the revitalization of the Grain District, the new Fifth Third ballpark—home to the Hub City Spartanburgers—and construction of a joint City-County municipal complex.
Infrastructure and recreational investment are also expanding. A $55 million upgrade to Inland Port Greer will support future demand, and a $23.8 million federal grant will fund an extension to the Daniel Morgan Trail System.
Housing efforts are helping fuel regional population growth. Woodruff, one of South Carolina’s fastest-growing cities, saw a 10.4% population jump in just one year. Mixed-rate housing projects are underway, and a new initiative, A Place to Call Home, is addressing homelessness and housing instability across the county.
The Vision Plan is led by a 49- member steering committee and supported through collaboration
among businesses, nonprofits, and local governments. Its mission is to increase prosperity, improve quality of life, expand educational access, diversify the economy, and reduce
racial equity gaps in entrepreneurship.
