Four Incumbents, One Newcomer Elected to Spartanburg School District Four Board of Trustees

Voters have chosen steady leadership and a touch of new energy for the Spartanburg School District Four
Board of Trustees. Four incumbent members — Tony R. Davis, W. Ted Harrison Jr., Jay C. Phillips, and
Morgan C. Smith — were re-elected in Tuesday’s General Election, while Phil Hembree earned his first term as the board’s newest member. With four experienced trustees returning and one newcomer joining,
the board’s continuity is expected to benefit both the district and the Woodruff community it serves.

“Our district has been blessed with stability, strong leadership, and a community that values education,”
said Board Chair Tony R. Davis, who has served multiple terms on the board. “We look forward to
continuing the work of supporting our students, staff, and families.”

W. Ted Harrison Jr., who has served since 2016, emphasized collaboration and community trust. “District Four is special because of our people,” Harrison said. “We may be a small district, but we have big goals — and we achieve them together.”

Jay C. Phillips, known for his focus on student success and career readiness, said the board remains committed to ensuring every graduate is prepared for the next step — whether college, military, or career. “We want our students to have every opportunity to succeed,” he said. Morgan C. Smith, who has worked closely with parent and teacher groups, noted that the district’s strength lies in its close-knit
relationships. “District Four has a family feel,” Smith said. “That’s what makes our schools and community
thrive.”

Newly elected Phil Hembree brings both enthusiasm and a fresh outlook to the board. A longtime Woodruff resident with a background in business and community service, Hembree said he is eager to contribute. “I’m honored to be part of a team that puts students first,” he said. “I look forward to learning from my fellow board members and serving our district well.”

The newly elected trustees will be sworn in at the upcoming organizational meeting later this month, where board officers will also be determined. As Spartanburg School District Four continues to experience growth and change, the board’s blend of experience and new perspective positions it to lead the district confidently into the future.
