Woodruff City Manager Lee Bailey provides responses to questions regarding various issues pertaining to the city.
- Why are the impact fees that are being collected from new development in the city in some part not being used to help fund the new Woodruff High School?
Per state law, impact fees must be tied to specific use and be supported by a capital improvement plan. The city is a different public entity from the school district, and per state law, we cannot fund projects or give monies received by the city to a different entity in terms of impact fees. We are also strictly prohibited by state law from using the funds for something that is not in the capital improvement plan. The impact fees the city collects will be used for parks and recreation and capital improvements within the police department. - Is it true that the City of Woodruff is being sued for misrepresenting utility accessibility to new developers?
No - Should the construction of the new sporting complex be held off until more of the new housing construction is complete? Why is the city choosing now to build?
The city has never stated that the sports complex will be built immediately. - Can the city use some of the funds from the impact fees to help improve the appearance of main street?
No - What has/can the city do to attract more retail businesses to Woodruff so that there is more variety?
The staff works on this each day. We have a variety of developers looking at Woodruff for investment. Each year we add lots of new business to the city, and hopefully, that trend will continue. - On September 16, 2021, U.S. Secretary of Commerce Gina M. Raimondo announced that the Department’s Economic Development Administration (EDA) was awarded a $2.3 million grant to the city of Woodruff, South Carolina, to construct sewer infrastructure in support of a new regional healthcare facility. Has there been any progress in the planning for this medical facility?
We do not have an announcement at this time. The timing of this is completely up to the prospect and will be driven by the prospect’s desire to construct the facility.
